Over the past years, the emphasis has been placed, for what concerns ARTES 1, mostly on multibeam satellite systems in Ka band (?Terabits? or ?Broadband?), or on Mobile Satellite Systems (in L or S band). Regenerative processors have also been the focus of significant efforts, for instance through Amerhis. Significant incremental efforts have also been placed on conventional payloads through the ARTES 3/4 and ARTES 5 program elements to maintain the competitiveness of the ARTES participating states industry. The last year has also seen a significant effort from the ARTES participating states in preparing the follow-up of the Spacebus 4000 and Eurostar 3000 platform product families, through the Neosat-bus initiative. This effort shall lead to a significant competitiveness improvement of the European industry by reducing the cost of the in orbit satellite capacity by more than 30%. Payloads are nowadays gaining in complexity and mass and there is room for additional gains in competitiveness through complementary efforts in this area. To complement the effort engaged in Neosat-bus, the scope of this activity is to address the definition of an ambitious roadmap for the conventional C/Ku band payload market, noting that this market is anticipated to be the dominat one for the decade to come. The purpose is to provide a path towards competitiveness improvements that shall be consistent with the path targeted at platform level. The approach that shall be followed shall include as a minimum the following steps: (1) Definition of reference scenarios sampling the market in a representative manner (2) Definition of reference metrics to assess benefits of the roadmaps that will be developed (3) Assessment of today?s present solutions against reference metrics (4) Identification of areas for improvements (5) Selection of the most promising areas for improvements (5) Definition of detailed roadmaps for improvements at equipment and technology levels (6) Assessment of the benefits brought by the proposed improvements using defined metrics (7) Definition of development costs. Disruption shall be the key requirement for this activity in all areas: technology, quality management, industrial organisation and management of production, cooperation with non ARTES participating states, etc. It is expected that contracts will be awarded to majors payload primes from ARTES participating states that shall include in their team significant contributions from payload equipment suppliers of the ARTES participating states The total contracted budget will therefore correspond to 6 x 300 = 1 800 kEuros, assuming proposals with an adequate level of quality from the potential list of bidders.
