High Rate Data Collection Platform prototype development

Objective: The development of a High Data Rate Data Collection Platform to kick start the market for the EUMETSAT-operated data collection service.
Targeted Improvements: Creation of a European capability in data collection platform market.

Description:
Background information:
The current Data Collection Platform system is operated by EUMETSAT and is used to collect data from Tx-only environmental sensors. The system works with UHF uplinks, using the globally allocated ITU-R METSAT frequency band, which is open for all kinds of environmental applications. This service is globally supported by GOES (US) , GMS (JP), Insat (IND) and Electro (RU) GEO satellites, which are all carrying a UHF Rx-only transponder. A new 'high' data rate standard (1200 bps) has been defined for this service, but European equipment manufacturers have been hesitant to implement this kind of DCP beacon. The U.S. manufacturers dominate the market EUMETSAT indicated that there are no European suppliers for these kinds of terminals/beacons, while EUMETSAT is of the opinion that there is an opportunity for a European market. A prototype development might trigger the market. For this purpose EUMETSAT has committed test resources such that the prototype can be tested over the air.

Justification:
The environmental SCADA is market has been identified as an opportunity for satellite (see ARTES 1: SAMOS final report). The development of a prototype beacons could provide a competitive advantage for European DCP platform manufacturers. This market is currently dominated by U.S. suppliers. This development can draw on heritage from earlier EUMETSAT developments and will be supported by EUMETSAT DCP hub for testing conformance.
Work logic:
- Make inventory of work undertaken thus far by EUMETSAT.
- Develop a reference design for the prototype beacon and test against the corresponding EUMETSAT "hub" part.
- Actively disseminate findings and guidelines to our user segment manufacturers population (e.g. Supervisory Control and Data Acquisition (SCADA) system manufacturers, the ARGOS community, the COSPAS-SARSAT beacon manufacturers, etc.).
